The DC Department of Housing and Community Development (DCHD) operates the Inclusionary Zoning Housing Program, an initiative that makes brand-new affordable housing available to DC residents under certain income levels.
The program forces condo developers of all new building projects over 10 units and rehabilitation projects that expand building size by certain levels allocate a portion of the unit mix to be “affordable units.” This means, if you qualify and complete the process correctly, that you can buy a 1 bedroom, 2 bedroom or larger new home at greatly reduced prices from what you would typically pay. A 2 bedroom condo can cost as little as $119,800 under certain income criteria.
